Malaysia Anti-dumping Investigation on Aluminium Zinc Coated Steel from Vietnam

Malaysia has opened an anti-dumping investigation on aluminium zinc coated steel products originating in or imported from China, Taiwan (China), and Vietnam. The Ministry of Investment, Trade and Industry of Malaysia (MITI) issued the initiation notice on July 17, 2026.

The Complaint Was Filed by the Domestic Industry

The case was initiated on the basis of an application from the Malaysian domestic industry. The complaint is represented by NS Bluescope Malaysia.

How the Investigation Will Proceed

MITI will send investigation questionnaires to interested parties, including relevant foreign producers and exporters in Vietnam. The questionnaires and related documents will be sent through the Trade Remedies Investigation Management System (TRIMA).

Interested parties must submit all information, questionnaire responses, and correspondence with the investigating authority electronically through TRIMA.

Documents submitted by the parties may be verified by the investigating authority at a later stage.

A Company Not Named in the Complaint Can Still Register

MITI notes that Vietnamese producers or exporters that are not named in the complaint, but that wish to take part in the case, need to contact the investigating authority by email no later than August 3, 2026 to register their participation.

Producers and exporters of the investigated product to Malaysia that do not receive an email from the investigating authority should contact MITI as instructed and register through TRIMA in order to take part in the case.

The Risk of a Conclusion Based on Adverse Facts Available

If an interested party does not provide information, or provides information that is not in the required format within the set time limit, MITI may issue a preliminary or final conclusion based on adverse facts available. This follows the laws of Malaysia and the rules of the WTO, and it can lead to a high anti-dumping duty for the business.

The Key Deadlines Are August 3 and August 17, 2026

Vietnamese producers and exporters not named in the complaint must contact the investigating authority to register their participation no later than August 3, 2026.

The Trade Remedies Authority of Vietnam has issued recommendations for the Vietnam Steel Association and for producers and exporters of the investigated product.

1. Inform the relevant member producers and exporters, and recommend that they take part in the case if necessary. Discuss and agree on a common strategy for participation and defense among businesses in the industry in order to achieve a positive result.
2. Coordinate closely with the Trade Remedies Authority to follow developments in the case and provide information at the request of the investigating authority, if any.

For producers and exporters:

1. Study the complaint and the initiation notice carefully, send comments if any, answer the investigation questionnaire, and submit it to MITI on time and in the correct format required through the TRIMA system. Submit a request for an extension of the questionnaire response if necessary.
2. If a business exports the investigated product to Malaysia but does not receive an email from the investigating authority, contact MITI as instructed and register through TRIMA to take part in the case.
3. Cooperate fully and comprehensively with the investigating authority throughout the case to avoid a finding of noncooperation, which usually leads to high duties. Study the investigation conclusions and the method for calculating the dumping margin in the later stages of the case, and send comments or rebuttals when necessary to protect the interests of the business.
4. Coordinate closely with the Trade Remedies Authority to stay updated on the case, and send requests for support when necessary.
