Encouraging cooperation with foreign countries in the field of science and technology

Cooperation, foreign investment in the field of science and technology has been the Government’s Decree No. 80/2010/ND-CP dated July 2010, 14th. This Decree provides for the form, content, competence, order and procedures for cooperation with foreign investment in the field of science and technology; does not apply in cooperation with foreign investment for the establishment of universities, institutes, colleges. The State encourages foreign organizations and individuals cooperation and investment in the areas of: basic research in the field of natural sciences; applied research and development of information technology, biotechnology, new materials technology, automation technology and mechatronics, nuclear power and new forms of energy, space technology, mechanical technology – manufacturing machinery, the storage and processing of agricultural technology products, food, waste disposal technologies; training and high-tech workforce development; development of high-tech enterprises in Vietnam; technology transfer and scientific and technological services; establish or contribute development of science and technology development funds in Vietnam.

Organizations and individuals to the State of Vietnam encourages foreign investment in the field of science and technology and investment procedures in accordance with the provisions of Vietnamese law on foreign investment. In addition to the provisions of the law on foreign direct investment, foreign investment projects in the field of science and technology must meet three conditions: foreign investment projects in the field of science science and technology; permission of the Ministry of Science and technology; Ministry of Planning and investment and investment certificates.

This Decree takes effect from the date of Sep 2010, 01st. Cooperation with foreign documents signed prior to the effective date of this Decree are doing continues to perform and the latest June 2011, 01st, organizations and individuals to cooperate with foreign countries must submit a Review of the state management agency has jurisdiction under the provisions of Article 10 of this Decree. Cooperation with foreign documents signed prior to the effective date of this Decree is not made subject to the provisions of this Decree.
