Vietnam Prime Minister on Mar 18th, 2016 has issued decision 428 QD-TTG which approved the national power development plan til 2020 with visions extended til 2030. This is expected to boost the competitive environment in a way to attract investment in thermal, water, wind and other sustainable power from various sources in Vietnam.

DECISION
THE APPROVAL OF REVISIONS TO THE NATIONAL POWER DEVELOPMENT PLAN FROM 2011 TO 2020 WITH VISIONS EXTENDED TO 2030
PRIME MINISTER
Pursuant to the Law on Government Organization dated 19 June 2015;
Pursuant to the Law on Electricity dated 03 December 2004 and Law on amendments and supplements to the Electricity Law dated 20 November 2012;
Pursuant to the Government’s Decree No. 137/2013/ND-CP dated 21 October 2013 on the enforcement of certain articles of the Electricity Law and the Law on amendments and supplements to the Electricity Law;
In consideration of the Letter No. 13649/TTr-BCT dated 31 December 2015 and the Official dispatch no 1703/BCT-TCNL dated 29 February 2016 by the Ministry of Industry and Trade, and standpoints from Ministries and sectors on the Scheme for revisions to the National power development plan from 2011 to 2020 with visions extended to 2030,
DECIDES:
Article 1. The scheme for revisions to the National power development plan from 2011 to 2020 with visions extended to 2030 (referred to as the revised Power Plan VII) on the following terms is approbated.
1. Outlook on development:
a) Develop the power sector in front to dispense adequate electricity and satiate clamors for economic – social development and citizens’ daily electrical consumption.
b) Utilize domestic primary energy supplies effectively while importing electricity and fuels proportionately to diversify primary energy sources for electricity generation. Prioritize the development of electric power from renewable energy, achieve breakthrough in national energy assurance, contribute to the conservation of energy resources and curtail adverse impacts on the environment from electricity production. c) Develop electrical sources and grids synchronously from the basis of resources and clamors for economic and social growth; make investments in balance between electrical source growth and electricity demand by area for rational and efficient exploitation of each area’s primary energy resources.
d) Develop 220kv and 550kv transmission lines of the national power system to maintain the transmission of electric power from power centers to load centers in safe, reliable and economical manners; hone in small-scale sources of renewable-energy based power connected to transmission lines to redound to the reduction of power loss.
dd) Augment the quality of electricity gradually to achieve higher excellence in provision of electrical services.0} Implement market-based pricing policy to attract investments into the power sector; encourage the economical and efficient consumption of electricity.
e) Develop the competitive electricity market according to plan in order to diversify approaches for business and investment in electricity. The government shall solely retain its monopoly in transmission lines to secure the national power system.
2. Objectives
a) General objectives:
Mobilize all domestic and global resources for electricity development to maintain the supply of ample electric power of higher quality at reasonable price for the nation’s growth in economy and society; utilize varied resources of primary energy for effective production of electricity; fortify the development and use of renewable energies for electricity generation to gradually enhance the volume of electricity generated by renewable energies to alleviate dependence on coal imports for electricity production, contribute to power security, mitigate climate changes, protect the environment and develop economic and society in sustainable manners; establish and develop smart electrical systems compatible with high-proportion resources of renewable energy.
b) Specific objectives:
– Supply adequate electricity on nation-wide scale for the national goals of economic – social development, which aim at an average GDP growth rate of 7.0% per year from 2016 to 2030:
+ Commercial electricity: about 235 – 245 billion kWh by 2020; about 352 – 379 billion kWh by 2025; about 506 – 559 billion kWh by 2030.
+ Electricity generated and imported: about 265 – 278 billion kWh by 2020; about 400 – 431 billion kWh by 2025 and 572 – 632 billion kWh by 2030.
– Prioritize the development of renewable energy resources for electricity production; increase the proportion of electric power generated by renewable energies (excluding large-scale, medium-scale and pumped-storage hydropower) at about 7% by 2020 and over 10% by 2030.
– Construct flexible electrical grids highly automated from transmission to distribution; develop electrical substations unmanned or minimally manned to improve the labor productivity of the power sector.
– Accelerate electrification programs for rural and mountainous areas to assure the supply of electricity to the majority of rural households by 2020.
3. National power development plan:
a) Power source development plan:
– Course of growth:
+ Balance the growth of source output in northern, central and southern regions, maintain reliability of power supply of each region’s power system to lessen transmission loss, share reserve source output and exploit hydropower plants effectively in wet and dry seasons.
+ Develop power centers rationally in combination with the growth of small-scale and medium-scale power sources on nation-wide scale to maintain reliability of local power supply, reduce loss in the national power system, assure projects’ economical quality, and contribute to the economic – social growth of each area and the nation.
+ Develop new power sources on par with in-depth investment and technology innovation in power plants in operation; fulfill environmental standards; utilize modern technology in new power plants.
+ Diversify forms of investment into power sources to augment competitiveness and economic effects.
– Power source development plan:
+ Expedite the growth of renewable energy based power sources (hydropower, wind power, solar power, biomass, etc.) to escalate gradually the proportion of electric power generated by renewable energies in the structure of power sources:
. Prioritize the development of hydropower sources, particularly projects for combined benefits (flood prevention, water supply, electricity production); conduct studies to operate pumped-storage hydropower plants commensurate with the growth of the national power system in order to advance the performance of power systems. Total capacity of hydropower sources (including small-scale, medium-scale and pumped-storage hydropower) shall be raised from nearly 17,000 MW at present to about 21,600 MW by 2020, to about 24,600 MW by 2025 (1,200 MW for pumped-storage hydropower) and about 27,800 MW by 2030 (2,400 MW for pumped-storage hydropower). The ratio of hydropower shall be about 29.5% by 2020, about 20.5% by 2025 and about 15.5% by 2030.
. Total capacity of wind power shall soar from 140 MW at present to about 800 MW by 2020, about 2,000 MW by 2025 and about 6,000 MW by 2030. The ratio of wind-based electricity shall be about 0.8% by 2020, about 1% by 2025 and about 2.1% by 2030.
. Develop biomass-based power sources through cogeneration at sugar mills and food processing factories; use biomass and coal simultaneously in coal-fired power plants; produce electricity with solid waste, etc. The ratio of biomass-based power shall reach about 1% by 2020, about 1.2% by 2025 and about 2.1% by 2030.
. Spur the development of solar power sources, including ground-mounted and rooftop solar power sources, for total output of solar power to surge from inconsiderable amount at present to about 850 MW by 2020, about 4,000 MW by 2025 and about 12,000 MW by 2030. The ratio of solar power shall be about 0.5% by 2020, about 1.6% by 2025 and about 3.3% by 2030.
+ Develop thermal power stations proportionately in accordance with the availability and allocation of fuels:
. Thermal power based on natural gas and liquefied natural gas (LNG): total capacity by 2020 shall reach 9,000 MW for generation of about 44 billion kWH of electricity that makes up 16.6% of the power produced; total capacity by 2025 shall reach 15,000 MW for generation of about 76 billion kWh of electricity that makes up 19% of the power produced; total capacity by 2030 shall reach 19,000 MW for generation of 96 billion kWh of electricity that makes up 16.8% of the power produced.
Southeastern region: stabilize the supply of gas to power plants in Phu My, Ba Ria and Nhon Trach.
Southwestern region: convey gas from Lot B ashore by 2020 to power plants in power centers in Kien Giang and O Mon, with total capacity of about 4,500 MW.
Central region: power plants with total capacity of about 3,000 – 4,000 MW shall be developed according to plan by 2020, which consume 3.0 to 4.0 billion m3 of gas per year.
Develop warehouses and ports for LNG imports in Son My (Binh Thuan) to supply gas to power centers in Phu My and Nhon Trach upon the decline in natural gas in eastern areas; conduct research on additional supply of gas to power centers in Ca Mau and O Mon through pipelines linked with gas systems in eastern areas and southwestern region.
. Coal-based thermal power: maximize the consumption of domestic coal for development of thermal power stations, prioritize the use of domestic coal for thermal power stations in northern region. Total capacity by 2020 shall be 26,000 MW for generation of about 131 billion kWh of electricity that makes up about 49.3% of the power produced and consumes about 63 million tons of coal. Total capacity by 2025 shall be about 47,600 MW for generation of about 220 billion kWh of electricity that makes up about 55% of the power produced and consumes about 95 million tons of coal. Total capacity by 2030 shall be about 55,300 MW for generation of 304 billion kWh of electricity that makes up 53.2% of the power produced and consumes about 129 million tons of coal. Due to limitations in domestic coal production, some thermal power stations in power centers in Duyen Hai, Long Phu, Song Hau, Long An … shall be developed to consume coal imports.
+ Develop nuclear power plants to stabilize the supply of electricity in the future when domestic primary energies are exhausted: the first nuclear power generator set to be operated in 2028, the output of nuclear-based electric power to reach 4,600 MW by 2030 to produce about 32.5 billion kWh of electricity, making up 5.7% of the power produced.
+ Import and export of electricity: conduct effective electricity exchange among regional countries, maintain reciprocal interests, intensify exchange for electrical system security, boost imports in areas with hydropower potential, firstly in South East Asian nations (ASEAN) and Greater Mekong Subregion (GMS)
– Electricity source structure:
+ By 2020:
. Total capacity of power plants shall reach about 60,000 MW: large-scale, medium-scale and pumped-storage hydropower makes up about 30.1%, coal-based thermal power makes up 42.7%, gas-based thermal power (including LNG) makes up 14.9%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 9.9%, and 2.4% is imported.
. Total product of electricity generated and imported is 265 billion kWh: large-scale, medium-scale and pumped-storage hydropower makes up about 25.2%, coal-based power makes up 49.3%, gas-based thermal power (including LNG) makes up 16.6%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 6.5%, and 2.4% is imported.
+ By 2025:
. Total capacity of power plants shall reach about 96,500 MW: large-scale, medium-scale and pumped-storage hydropower makes up about 21.1%, coal-based thermal power makes up 49.3%, gas-based thermal power (including LNG) makes up 15.6%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 12.5%, and 1.5% is imported.
. Total product of electricity generated and imported is 400 billion kWh: large-scale, medium-scale and pumped-storage hydropower makes up about 17.4%, coal-based power makes up 55%, gas-based thermal power (including LNG) makes up 19.1%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 6.9%, and 1.6% of electricity is imported.
+ By 2030:
. Total capacity of power plants shall reach about 129,500 MW: large-scale, medium-scale and pumped-storage hydropower makes up about 16.9%, coal-based thermal power makes up 42.6%, gas-based thermal power (including LNG) makes up 14.7%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 21%, nuclear power makes up 3.6% and 1.2% of electricity is imported.
. Total product of electricity generated and imported is 572 billion kWh: large-scale, medium-scale and pumped-storage hydropower makes up about 12.4%, coal-based power makes up 53.2%, gas-based thermal power (including LNG) makes up 16.8%, renewable energy based power (including small-scale hydropower, wind power, solar power, biomass-based power) makes up 10.7%, nuclear power makes up 5.7% and 1.2% is imported.
The list and operational schedule of power source projects are available in Appendix I of this Decision.
b) Electrical grid development plan:
– Course of growth:
+ Construct and upgrade electrical grids to apply gradually technical criteria of transmission lines to achieve N-1 reliability criterion for main equipment by 2020 and maintain compliance with regulated standards of quality.
+ Settle issues of overload, network congestion and poor voltage quality on transmission lines; and maintain supply of power with elevated reliability to load centers.
+ 500kV transmission lines shall be constructed to transmit electricity from major power centers to load centers, connect regional power systems and exchange electricity with regional countries.
+ 220kV transmission lines shall be constructed in double loop circuit structure, and electric substations with high load density must be logically designed and planned for flexible operations. Conduct research on the construction of GIS substations, 220/22kV substations, underground substations, unmanned substations in load centers. Implement smart grid technology in power transmission.
– Table 1 demonstrates the capacity of transmission lines by construction phase:

– The following essential power grid projects must be on schedule from 2016 to 2020 to supply power in need in southern provinces:
+ 500kV works: Upgrade of 500kV capacitor banks on all 500kV lines throughout the country; construction of 500kV lines in Vinh Tan – Re Song May – Tan Uyen, Duyen Hai – My Tho – Duc Hoa, Long Phu – O Mon, Song Hau – Duc Hoa; construction of 500kV substation named Pleiku 2 (operated in 2016).
+ 220kV lines in Ha Tinh – Da Nang (operated in 2017), Binh Long – Tay Ninh (2016 – 2017), Vinh Tan – Thap Cham – Nha Trang and Vinh Tan – Phan Thiet – Ham Tan – Tan Thanh.
The list and progress of transmission line renovation and investment projects are available in Appendix II of this Decision.
c) Connection of power grids to regional countries:
– Continue research on collaboration and connection power grids among nations in ASEAN and GMS.
– Connect power grids with Laos via 220kV lines to import hydroelectricity from southern and central Laos.
– Maintain connection with Cambodian power grids via existing 220kV lines; conduct research on the viability of enhanced power grid connection between Vietnam and Cambodia through mutual and multilateral cooperation programs.
– Maintain connection and trade of electricity between Vietnam and China via existing 220kV and 110kV infrastructure; conduct research on solutions for asynchronous connection of power systems through direct – alternating current conversion stations. Continue studies on the viability of electricity exchange with China through connected 500kV power grids.
d) Supply of electricity to rural and mountainous areas and islands:
Carry on power supply programs for rural and mountainous areas and islands according to Prime Minister’s decisions; provide electric power from national power grids and new energy resources to rural and mountainous areas and islands; accomplish the objective of supplying power to most rural households by 2020.
dd) Total investment demand:
Total investment in the development of power sources and grids (excluding BOT investments) from 2016 to 2030 is about 3,206,652 billion dongs (equivalent to 148 billion US dollars), in the following phases:
– From 2016 to 2020: about 856,660 billion dongs (equivalent to nearly 40 billion US dollars, averagely 7.9 billion US dollars per year) 75% of investments are poured into power sources and 25% into power grids.
– From 2021 to 2030: about 2,347,989 billion dongs (equivalent to nearly 108 billion US dollars, averagely over 10.8 billion US dollars per year) 74% of investments are poured into power sources and 26% into power grids.
4. Solutions for execution of plans
a) Solutions for national power assurance:
– Vietnam Electricity Corporation (EVN), Vietnam National Oil and Group (PVN) and Vietnam National Coal – Mineral Industries Holding Corporation Limited (Vinacomin) are held mainly responsible for developing power sources. National Power Transmission Corporation is held responsible for developing transmission lines.
– Diversify fuels and primary energies for electricity production.
– Adopt solutions to increase the ratio of power sources exploiting renewable energies by establishing policies and legislative documents with suitable encouragement policies to spur the growth of power sources based on renewable energies, including supportive pricing policies for projects exploiting wind power, solar power, biomass, geothermal energy, etc.
– Implement plans for solid development of nuclear power in conformity to the laws and maintain safety and efficiency of top objectives. Cooperate with other nations and international organizations to urge the use of nuclear energy; gradually master technology and develop nuclear power for peaceful purpose.
– Implement preferential finance policies and expand international cooperation to intensify the search, survey and increase of reserves and competency for exploitation of coal, gas and renewable energies, maintain and secure the supply of fuels and energy for electricity production.
– Seek additional resources of gases that will decrease and become exhausted. Speed up negotiations with other countries to enter contracts for stable and long-term import of coal for thermal power stations.
– Focus on the construction of coal entrepots in each region to optimize coal import expenses; quicken the search and negotiation for stable and long-term import of coal and LNG for power stations.
b) Solutions for financing power development:
– Expedite the equitization of corporations and power generation companies under EVN, PVN and Vinacomin.
– Gradually augment power companies’ ability to mobilize internal finances by enhancing their efficiency and performance and maintaining accumulations and self-financed capital for development investment as per requests by local and international financial organizations to make their self-financed capital as the main source of finances for power-related facilities.
– Develop power groups and corporations with high financial credibility to lower costs of capital mobilization and self-finance power projects without the Government’s guarantee.
– Mobilize more capital by issuing bonds domestically and abroad to gain investments in power works and adopt methods to convert domestic savings to investments in infrastructure. The government, at the initial stage, shall underwrite bond issues for major and urgent power projects.
– Establish local and overseas joint ventures to attract foreign investors and other nations to engage in power projects, development of coal entrepots and infrastructure for LNG projects.
– Equitize power companies, in which the government’s full holding is not essential.
– Intrigue foreign direct investment (FDI) into power projects. Prioritize FDI projects that use local currency or barter and do not request the government’s guarantee.
– Appeal to foreign investments in power-related facilities from preferential and non-preferential official development assistance, foreign commercial loans, etc.
c) Electricity pricing solutions:
– Implement market-based pricing policy under the government’s regulation, harmonize the government’s political – economic – social goals with power companies’ aims in business and financial autonomy. Electricity pricing must energize electricity development, create an investment magnet and encourage competition in production, transmission, distribution, retail and consumption of electric power.
– Electricity pricing must recover expenses and generate reasonable profit (for investments in reproduction and expansion) to assure power companies’ financial autonomy.
– Continue renovating and completing current electricity tariff towards:
+ Adjustment of electricity price commensurate with the fluctuation of fuel price, exchange rate, electricity production and market prices.
+ Gradual cutback of cross subsidy in customer groups, regions; conduct studies on seasonal and area-based pricing.
+ Division of electricity price in two components: output price and electrical energy price, which shall first apply to major customers.
– Electricity pricing must consider traits of regions and residents at borders, islands, rural and mountainous areas … and regulated subsidy and tax preference necessary for shrinkage of power consumption gaps, promotion of economic – social growth and urbanization among areas and resident groups, between highland and lowland, between rural and urban areas.
– Electricity price is gradually revised to establish the long run marginal cost of power systems, in order to assure the sustainable growth of the power sector and meet demands for investments in power systems.
– Electricity pricing must aim at conserving energy, avoiding the dilapidation of non-renewable energy, encourage the rational consumption of energies and use of domestic energy resources, and lessen reliance on energy import.
d) Solutions for management innovation and electricity-related performance improvement:
– Conduct research and implement management models commensurate with the power sector to elevate labor productivity, quicken investments in power projects and enhance reliability in power system operation.
– Restructure the power sector to gradually develop a sound competitive electricity market from the basis of maintaining and securing power supply, lessening costs, improving effectiveness in power production and trade; give out price signals in explicit and transparent manners to attract investments and sustainably develop the power sector.
dd) Environmental protection solutions:
– Abide by legal regulations on projects’ environmental impact assessment and appraise strategic ambiance as defined in plans.
– Strengthen governmental authorities’ management of environmental affairs and electricity-related companies.
– Use ash and cinders from coal-based thermal power stations for production of building materials and other industries to shrink refuse grounds in thermal power projects according to regulations.
– Monitor, observe, measure and manage environmental criteria in thorough manner; inspect power companies’ compliance with environmental protection regulations.
– Implement power saving programs effectively, augment performance in production, transmission, distribution and consumption of electricity.
– Associate the development of the power sector with the protection of the environment:
+ The government adopts supportive policies regarding investment and taxation for the development of low-impact energies and environmental improvement through new and renewable energies; for use of refuse from agriculture, forestry and urban areas to produce electricity, etc.
+ Manage the environmental aspect of the electricity generation technology in strict manner. Technologies selected must be advanced, highly productive and least influential in the environment.
– Establish financial regulations on the power sector for accurate and full inclusion of environmental expenses in investments and cost price.
– Encourage companies producing and consuming various forms of energy to enhance their cooperation with nations for clean development mechanism (CDM) by development of new and renewable energies; elevate efficiency in energy consumption and development of energy conservation projects.
e) Solutions and policies for science – technology development:
– Consummate, modernize and innovate electrical technologies and equipment to develop the power sector in the near and far future.
– Define the felicitous model and course of technology in power source and power grid, maintain stable growth apposite to investment capacity and Vietnam’s potential in natural resources at reasonable cost price and for the environment.
– Newly constructed electricity facilities must possess modern technology pertinent to Vietnam’s economic conditions; upgrade and renovate existing facilities gradually to adhere to technical, economic and environmental standards.
– Combine new advanced technologies with existing ones, which have been consummated and improved, to augment productivity and save energy.
– Encourage the application of new technologies in thermal power stations: injection combustion chamber, fluidized bed, supercritical and ultra-supercritical steam conditions, combined cycle gas turbine, advanced waste treatment technology … to heighten productivity, protect the environment and shrink landfills for ash and cinders.
– Renovate, upgrade and modernize transmission and distribution lines to reduce loss and maintain safety and reliability.
– Modernize systems for dispatch, operation, communications, control and automation to dispatch domestic power grids and make regional connections.
– Implement methods of encouragement and compel the innovation of technologies and equipment in industries (steel, cement, chemicals) with intensive consumption of electric power in gradual manner; limit then ban import of old and poorly-functional apparatus for production and consumption of electricity.
g) Human resource development solutions:
– For personnel training, educational institutions specialized in electricity shall be developed towards international accreditation and universal standard programs for in-depth industrial training shall be established.
– Focus on training personnel for major industries in production, transmission and distribution of electricity. Attach great importance to vocational training for skilled technicians and workers capable of comprehending and utilizing technical instruments and modern technologies in proficient manner. Organize training and retraining of technicians and managerial officials, and gradually enhance training quality on par with other nations in the region and across the world.
– Innovate educational programs for human resources in the power sector, diversify training modes and connect training with actual business activities; pay attention to the selection and assignment of scientific and managerial officials on overseas training in pivotal areas. Provide additional and advance training in understaffed industries, particularly for nuclear power and new energies. Establish suitable treatment policies to attract personnel of great caliber.
– Arrange and reorganize the business model in scientific and logical manners to maintain efficiency in labor performance and ameliorate workforce productivity.
h) Establishment and development of electromechanics and localization:
– Intensify investments and diversify capital sources, attract foreign contributors in research, design and manufacturing of equipment and parts for the power sector. Producers of electrical equipment and parts strive for international certification of their products.
– Establish complexes, whose core members are mechanical engineering factories, for research, design and creation of electrical equipment.
– Establish centers for repair and maintenance of modern equipment to self-repair and self-assess electrical instruments.
– Innovate existing mechanical engineering factories, expand joint ventures, construct new factories, and establish electrical engineering zones.
i) Solutions for economical and efficient consumption of electricity:
– Strengthen propaganda, dispersion and enforcement of the Law on economical and efficient consumption of energy to elevate the efficiency in the use of energies and electricity for production, trade and family households’ daily activities.
– Execute the National program for economical and efficient use of electricity on wide scale and augment its effectiveness for the objective of saving over 10% in commercial electricity to total electric power consumed from 2016 to 2020.
Article 2. Duties of ministries, sectors, local authorities and entities concerned:
1. Ministry of Industry and Trade:
a) Direct, inspect and expedite activities by main investors, contractors and relevant entities for projects ratified as per this Decision on periodic basis and in effective manner; report to the Prime Minister for treatments against delayed projects that impact the supply of electric power in large magnitude.
b) Supervise tightly the power supply and demand, the progress of projects for power source and power grid to make decisions on rescheduling projects in ratified plans or report to the Prime Minister for approval of the addition or removal of projects from the plans in accordance with actual needs in economic – social growth from time to time.
c) Direct, inspect and ratify the establishment of site plans and detailed schemes for coal-based and gas-based thermal power centers, hydroelectric plants, run-of-the-river cascade hydropower plans to attract local and foreign investors. Direct the development and import of natural gas, LNG and coal for electricity product, industrial works and other essential needs.
d) Direct the development of coal entrepots and LNG infrastructure, consider and propose solutions for attraction of investments from private sectors and overseas into such buildings.
dd) Lead and collaborate with other ministries, sectors and local authorities concerned to construct and consummate policies that encourage investments into renewable energy projects.
e) Lead and collaborate with other ministries and sectors to negotiate and conclude agreements for cooperation and electricity exchange with neighbor countries and Vietnam’s engagement in the power system connecting nations in the GMS.
g) Direct and expedite local authorities and main investors to accomplish projects for development of power source and power grid (including rural power grids) according to plan and schedule approved.
h) Further the construction and completion of vital conditions (legislation, technical infrastructure, etc.) for the development of electricity wholesale and retail markets according to the course of action approved.
i) Direct research and domestic production of equipment for coal-based thermal power stations, nuclear power plants and hydropower plants.
k) Study and issue regulations on coal import types and technologies in coal-based thermal power stations to adhere to environmental standards and decrease the emission of CO2.
l) Lead and collaborate with other ministries and sectors to execute the economical electricity use program from 2016 to 2020.
m) Work with people’s committees in provinces and centrally affiliated cities to come to terms on land areas for power projects and keep projects on schedule according to plans approved.
n) Continue studies on solutions for short-circuit current; fortify connections in transmission lines with transmission methods by alternating current or direct current; uphold N-1 criterion for transmission lines and propose requirements for N-2 criterion; elevate the stability of angles, frequency and voltage of the national power system,
o) Issue regulations on treatments against delayed projects.
p) Preside studies and propose amendments to legislative documents, regulations on delegation and echelon arrangement to the Prime Minister to facilitate the assurance of project schedule.
g) Study trends for power grid connection with regional nations from the basis of elevated reliability of the power system.
r) Study and establish plans for power centers in Long An, Tan Phuoc, Bac Lieu, clarify the feasibility and necessity of power plants in such power centers.
2. Ministry of Planning and Investment establishes regulations and policies to attract investments and use ODA funds properly to facilitate the synchronous, balanced, logical and sustainable growth of the power sector.
3. Ministry of Finance leads and collaborates with other ministers and relevant sectors to establish regulations on mobilization of investments for power sector development to satiate society’s demands for electricity in timely and adequate manners according to the ratified revised Power Plan VII.
4. Vietnam State Bank directs domestic commercial banks to balance funds and consider loans for main investors of power projects according to actual needs of each project for sustainable growth of the power sector.
5. Vietnam Electricity Corporation:
a) Hold the leading role in maintaining stable and secure supply of power for economic – social development. Make investments in power source projects as per assignments and in power grid projects to augment the efficiency of investment.
b) Implement solutions to continue reducing power loss and saving electricity in production and daily consumption.
c) Continue enhancing labor productivity to optimize expenditure in generation, transmission, distribution and sale of electricity.
d) Direct main investors’ marking of boundaries of major power grid projects after the approval of feasibility reports.
6. Vietnam National Oil and Group:
a) Preside studies on solutions for exploitation of gas from Ca Voi Xanh and Lot B fields, rational and effective approaches for LNG import in need; and provide the Ministry of Industry and Trade with reports to be delivered to the Prime Minister. Invest in power source projects as per assignments.
b) Cooperate with local and foreign private investors to make investments in infrastructure for LNG import.
7. Vietnam National Coal – Mineral Industries Holding Corporation Limited:
a) Play the leading role in assuring the supply of coal from domestic sources and import for electricity production and other demands of the national economy. Make investments in power source projects as per assignments.
b) Cooperate with foreign and local private investors to make investments in coal entrepots.
8. People’s Committees in provinces and centrally affiliated cities:
a) Lead and collaborate tightly with main investors in ground clearance, compensation, relocation and resettlement for projects in power source and power grid as per regulations.
b) Update and arrange land areas for power-related facilities ratified in land use plans and publicize information.
c) Strengthen land management to preclude disputes and lawsuits that prolong the clarification of land origin, examination, establishment and ratification of plans for compensation and assignment of land for main investors’ project execution; expedite surveys, determination and ratification of unit price for compensation to avoid delays of the ratification of compensation plans and disbursement of money to affected households.
d) Issue regulations and guidelines in timely manner for concerned entities to execute according to project schedule; implement strict treatments against intentional expansion of premises and placement of architectural items and plants in project boundaries for higher claims or against refusal of compensation according to plans approved.
Article 3. This Decision takes effect from the date of signing and replaces the Prime Minister’s Decision No. 1208/QĐ-TTg dated 21 July 2011 on the approval of the National power development plan from 2011 to 2020 with visions extended to 2030.
Article 4. Ministers, heads of ministerial-level authorities, heads of governmental authorities, chairpeople of people’s committees in provinces and centrally affiliated cities, chairpeople of members’ councils, general directors of Vietnam Electricity Corporation, Vietnam National Oil and Gas Group and Vietnam National Coal – Mineral Industries Holding Corporation Limited shall be held responsible for enforcing this Decision./.
