The Standing Committee of the National Assembly undertook revision of Clause 1, Article 3 of the Draft Law as follows: “Cooperatives are the collective economic organizations with co-ownership and have legal status, established by at least seven members whom voluntarily provide assistance and cooperation in the production and trade businesses, in order to create jobs and meet the needs of their members, on the basis of self-reliance, self-responsibility, democracy and equality in the cooperative management “.
At the same time, The Standing Committee of the National Assembly have added Clause 3, Article 3, as follows: “When cooperatives, unions of cooperatives developed to a higher level, it will form business cooperatives unions of cooperatives; business cooperatives and unions of cooperatives operating under the Enterprise Law.”
The National Assembly voted to adopt five other bills, including the Law on amending and supplementing a number of Articles of the Law on Lawyers; Law on amending and supplementing a number of articles on the Electricity Law; Tax Management Law; National Reserve Act and Publishing Law (amendment).
With the Electricity Law, The Standing Committee of the National Assembly amended and supplemented a number of provisions at Point a, Clause 2, Article 39, Electricity Law on the obligation to comply with the safety regulations on dams and transport reservoir; supplemented Clause 1, Article 54 that “Water reservoirs, dams and ancillary works for hydropower plants have to be built, managed, protected to ensure safe operation for the power plants and the downstream “.
For Lawyers Law, before the adoption of the entire bill, the National Assembly has voted to reject the draft clause that allow law lecturers, government officials practising law. Chairman of the Judiciary Committee Mr. Nguyen Van Hien said that allowing government officials to practise law will disperse resources, affecting professional expertise and in the meantime it will be challenging to ensure the quality of the legal profession.
