Since the first half of November 2012, a series of policies and new regulations will officially take effect. As follows:
1. From November 1st 2012, when the Circular 147/2012/TT-BTC takes effect, people who had been sanctioned by the State Securities Commission of Vietnam will also be considered for certification of the securities practices certificate. Time limit for issuing the securities practice certificates has been reduced from 7 days to 5 days.
2. Since early of November, the recommendations stated in the bidding must be done according to the general form issued in the Decree 68/2012/ND -CP, instead of separate template editor. The petition may be filed in person or mailed to the competent authority.
3. In terms of food safety issues, November 1st is date that Circular 15/2012/TT-BYT takes effect, replace the Decision 39/2005/QD-BYT. One of the new content is strictly forbidden to use drugs to kill rats, insects and pests in food production areas.
4. In the state financial sector, November 1st is the official date of the application of Decree 66/2012/ND-CP on state management areas. Accordingly, the maximum penalty for each violation is 50 million VND.
5. November is also the month to start paying the new wage for public servants and employees of the social insurance units as Decision 37/2012/QD-TTg . This new salary level increases by 80% compared to the old one.
6. Starting from November 2nd, import tariffs for goods of heading 2815.11.00 (such as caustic soda, caustic potash) will be reduced by 17% to only 3%. In contrast, the rate of heading 2842.10.00 (types of silicate) will increase from 0% to 5% (according to Circular 154/2012/TT-BTC ).
7. From November 5th, business license issuing fee for discotheque is 15 million VND, for karoke is 6 million VND for 01 to 05 rooms, 12 million VND for more than 05 rooms for the central cities as defined in Circular156/2012/TT-BTC .
8. November 5th will also start applying the new fee in issuing the ID card. The fee for new ID is 30,000 VND, renewal is 50,000 VND to 70,000 VND. The fee for mountainous localities; border communes; island districts are reduced to 50%, prescribed in 155/2012 / TT-BTC .
9. From November 6th, the export of eight types of mineral: limestone, building stone, cubic stone, saline sand, building sand (natural sand), boulders, gravel, feldspar, clay hills are officially banned. Specific list is defined in Circular 04/2012/TT-BXD .
10. From November 9th, people are allowed to exploit over 160 types of wild animal which are specified in Appendix of Circular 47/2012/TT-BNNPTNT. Persons wishing to exploit has to apply for the wild animal exploiting license.
11. Passport value can not exceed 10 years from the date of issue and is not renewed, the passports of the crew is increase by 5 years, effective from November 10th, according to Decree 65/2012/ND-CP .
12. A fine of 800,000 VND to 1,200,000 VND is applied when drivers do not go by their right side; going the wrong way or lane; from 600,000 VND to 800,000 VND for changes of direction without any signal,, applied from November 10th in accordance with Decree 71/2012/ND-CP
13. From November 15th 2012, Vietnamese pupils under 05 years old will not allowed to study foreign program under the provisions of Decree 73/2012/ND-CP on cooperation, foreign investment in education.
14. Foreign traders without presence in Vietnam have to announce the contents stated in the certificate of registration of import and export on radio, television, online newspapers, printed newspaper released nationwide from November 15th, according to Circular28/2012/TT-BCT .
