Circular 56/2012/TT-BGTVT of the Ministry of Transportation on the technical safety inspection and environmental protection of vehicles

As previously regulated, the owner is not allowed to change the structure, components and system of the motor vehicle that does not conform with the manufacturer’s design or design renovation.  This has changed from the effectiveness of the Circular 56.

The circular also provides three additional cases that certificate and stamp will expire:

– There has been declaration that vehicle has been stolen.

– There has been withdrawing announcement from the registry organization.

– The motor vehicle has an accident that can not satisfy technical safety and environmental protection as regulated.

Circular takes effect from April 1st 2013 and replaced Circular 22/2009/TT-BGTVT.
