Decree 357/2025 on the Real Estate Market Data System

On December 31, 2025, the Government of Vietnam issued Decree 357/2025/ND-CP, regulating the construction, management, and operation of the information system and database on housing and the real estate market. The Decree establishes a unified legal framework for collecting, managing, and sharing real estate data nationwide and aims to enhance transparency and efficiency in the real estate business in Vietnam.

The Decree will take effect from March 1, 2026, replacing Decree 94/2024/ND-CP, which previously governed the development and management of housing and real estate market information systems.

Decree No. 357/2025/ND-CP: Regulating the Construction, Management, and Operation of the Information System and Database on Housing and the Real Estate Market

Scope and Application

Decree 357/2025/ND-CP governs the development, management, connection, and exploitation of the national information system and database relating to housing and the real estate market.

The regulations apply to state authorities responsible for housing and real estate management; organizations and individuals participating in real estate investment, development, and transactions; and entities involved in providing, updating, or using real estate data within the national system.

The system will collect and standardize information relating to housing projects, real estate transactions, and market developments across central and local levels. This is particularly relevant for parties involved in due diligence of real estate transactions, as the centralized data will support more thorough verification processes.

Establishment of a National Real Estate Information System

Under the Decree, Vietnam will establish a centralized national database on housing and the real estate market managed by the Ministry of Construction.

The system will store and manage various types of information, including housing development projects; real estate products and transactions; market data and development indicators; and information on organizations and individuals participating in real estate transactions.

The database is designed to ensure centralized management with decentralized administration, enabling both national and provincial authorities to collect, update, and utilize real estate information effectively. Those seeking guidance on real estate ownership in Vietnam will benefit from more transparent and accessible data under this new system.

Introduction of Electronic Identification Codes for Real Estate

One notable feature of Decree 357/2025/ND-CP is the introduction of electronic identification codes for real estate properties.

Each housing unit or real estate product will be assigned a unique electronic identification code within the national system. The code may contain up to 40 alphanumeric characters and will remain consistent throughout the lifecycle of the property, including during transactions such as transfer, lease, or mortgage.

This digital identification system aims to improve the traceability of property information, facilitate administrative procedures, and support the digital transformation of Vietnam’s real estate management. For individuals buying property in Vietnam or selling property in Vietnam, the electronic code will simplify verification and reduce risks in transactions.

Data Connection and Information Sharing

The Decree also provides principles for data connectivity and sharing between the real estate database and other national information systems.

The system must comply with standardized data structures and ensure interconnection with national databases and specialized sector databases; accurate, updated, and legally verified data; protection of information security and personal data privacy; and access to aggregated public data through online portals.

Organizations and individuals may access and use real estate information through several forms, including online portals, data-sharing connections between systems, or written requests to competent authorities. Responsibilities of Authorities

The Decree assigns responsibilities to relevant authorities for implementing and maintaining the database system.

The Ministry of Construction is responsible for developing and operating the national system and guiding its implementation nationwide. Provincial People’s Committees are responsible for collecting, standardizing, and updating local real estate data and integrating such data into the national system.

Local authorities are also required to ensure funding, infrastructure, and coordination mechanisms to maintain and update the database. Entities involved in construction projects should also be aware of requirements related to construction operation permits and how the new database may integrate with existing regulatory procedures.

Effective Date

Decree 357/2025/ND-CP takes effect on March 1, 2026. From this date, Decree 94/2024/ND-CP will cease to be effective, except for certain transitional provisions. Stakeholders are encouraged to review the highlights in the new Vietnam real estate law to prepare for the upcoming changes.
