What is the Fine for Failing to Meet the Deadline of Vehicle Registration?

Recently, vehicle registry centers encountering overload issues is very common due to the limited availability of the number of centers currently operating. Many car owners have to wait many hours, even days to complete the vehicle registration procedure. When the vehicle’s registration expires, it will not be allowed to travel. The current demand for vehicle registration now exceeds the capacity provided by the vehicle registry centers leading to congestion, seriously affecting the business activities of companies, and individuals. The vehicle owners would be worried which vehicle registry center they would visit to have the vehicle registered? What documents to prepare in advance to avoid wasting time going back and forth?  And if they fail to meet the expiry of vehicle registration, what penalty they would face?

According to the law, the preparation of vehicle dossiers and inspection documents (including cases of revision of vehicle dossiers) of vehicles shall be implemented at any register entities in the country. Vehicles must be inspected in inspection line. In case oversize motor vehicles cannot enter inspection line, operation and brake effectiveness on test roads must be inspected outside of inspection line. For vehicles operating in islands where roads are not available to reach register authority; vehicles operating in areas secured in terms of safety, security, national defense that cannot access register authority; vehicles performing emergency missions (natural disaster, disease prevention and remediation), inspection shall be performed outside of inspection authority according to the law.

To conduct inspection procedures, at the vehicle registration agency, the vehicle owner needs to present the following documents: i) Original Vehicle registration issued by competent authority or notice of receipt of master original of registration certificate of vehicles used as security of credit institution) or notice on date of issuing registration; ii) Copies of record of factory quality inspection for motor vehicles manufactured and assembled domestically (except liquidated motor vehicles); iii) Original Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles.

In addition to the above documents, the vehicle owner also needs to provide the registry with information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera.

Car registration is one of the mandatory procedures for motor vehicle owners to ensure technical safety and environmental protection. According to regulations, administrative fines for cars overdue for registration are applied as follows: i) If the vehicle registration expiry is overdue for less than 01 month, the driver will be fined from 2 to 3 million Vietnam dongs and have the right to use the driver’s license revoked for 1 to 3 months; Vehicle owners will be fined from 4 to 6 million VND for individuals and from 8 to 12 million VND for organizations; ii) If the vehicle registration expiry is overdue for 01 month or more, the driver will be fined from 4 to 6 million dong and be deprived of the right to use the driving license for 01 – 03 months; Vehicle owners will be fined from 6 to 8 million VND for individuals and 12 to 16 million VND for organizations.

Failure to register a vehicle not only poses a safety risk to the driver and passengers, but can also cause serious traffic accidents due to vehicle technical faults. Therefore, car owners need to know the registration deadline of their vehicles and carry out this procedure on time to avoid fines and contribute to traffic safety. Any violation will be punished according to the provisions of the law. Therefore, drivers and vehicle owners need to pay special attention to the registration expiry of the vehicle they own and arrange and arrange a time to re-register the vehicle before it expires. The vehicle registration could be done at any center at convenience in Vietnam.
