Circular 65/2012/TT-BNNPTNT on the plant quarantine exporting procedures

This circular is issued by the Ministry of Agriculture and Rural Development giving guidance on the procedures for plant quarantine for export.  The owner of objects subject to quarantine procedures or authorized person must register with the phytosanitary quarantine agency at least 24 hours prior to export.

Registration dossier comprises:

– Registration for phytosanitary export/re-export

– Power of Attorney

– Bill of lading

– Packinglist

– Purchase and sale contract, L/C (if any)

– Certificate of disinfection.

Quarantine agencies will test and certify for objects that meet the requirements within 24 hours after the test.  In case the process takes more than 24 hours, quarantine agency must notify the owners.

Circular takes effect from February 11th 2013.
