Vietnam Issued a Decision on Anti-Dumping Investigation of Galvanized Steel From China and South Korea (Case Code: AD19)
On June 14, 2024, the Ministry of Industry and Trade of Vietnam issued Decision No. 1535/QD-BCT on the investigation and application of anti-dumping measures for galvanized steel products from China and South Korea.
Specifically, the galvanized steel products are classified under the following HS codes:

7210.49.16, 7210.49.17, 7210.49.18, 7210.49.19, 7210.50.00, 7210.61.11, 7210.61.12, 7210.61.19, 7210.69.11, 7210.69.12, 7210.69.19, 7210.90.10, 7210.90.90, 7212.30.11, 7212.30.12, 7212.30.13, 7212.30.14, 7212.30.19, 7212.30.90, 7212.50.13, 7212.50.14, 7212.50.19, 7212.50.23, 7212.50.24, 7212.50.29, 7212.50.93, 7212.50.94, 7212.50.99, 7212.60.11, 7212.60.12, 7212.60.19, 7212.60.91, 7212.60.99, 7225.92.90, 7226.99.11, 7226.99.91
The decision to conduct the investigation is issued based on the appraisal results in accordance with the law for the dossier of request for investigation of the application of Anti-dumping measures submitted fully and validly on May 3, 2024 by enterprises representing the domestic manufacturing industry, including 05 companies: Hoa Sen Group Joint Stock Company; Nam Kim Steel Joint Stock Company; Phuong Nam Steel Company; Ton Dong A Joint Stock Company and China Steel & Nippon Steel Vietnam Joint Stock Company.
The domestic manufacturing industry has accused galvanized steel products from China and South Korea have been and are being dumped into the Vietnamese market, causing significant damage to the domestic industry.
In the coming time, interested parties will receive an investigation questionnaire to collect information to analyze and evaluate the alleged contents, including:
(i) dumping acts of exporting enterprises of the countries under investigation;
(ii) damage to the manufacturing industry of some Vietnamese products; and
(iii) the causal relationship between dumping and the damage of the industry producing some domestic products.
If necessary, based on the preliminary investigation results, the Ministry of Industry and Trade of Vietnam may apply temporary anti-dumping measures to prevent ongoing damage to the domestic industry from dumping practices.
The Ministry of Industry and Trade will verify and re-examine the information provided by interested parties before completing the official investigation conclusion on the case.
At the same time, the Ministry of Industry and Trade will also organize a public consultation for interested parties to directly exchange, provide information, and express views on the case before making a final conclusion on the case.
In order to ensure their interests, all organizations and individuals that are importing, exporting, distributing, trading and using the goods under investigation should register as interested parties and provide necessary information to the Ministry of Industry and Trade.
In order to do this with the highest efficiency, Interested parties should contact law firms with expertise in anti-dumping and trade remedies to receive timely support.
The deadline for Interested party registration is September 8, 2024.
